The Richland County Community Policing Probation/Parole Partnership program is a cooperative effort among law enforcement and criminal justice officers, dedicated to the identification, supervision and management of all criminal offenders under supervision (probation and parole) in Richland County. Its goal is to ensure their compliance to the terms of their release and thus enhance the safety of the community, together as community supervision officers.
The participation and involvement of community policing, probation and parole officers in forming a "partnership" was based on a need to deal with enhanced supervision standards placed on offenders by the local courts. The Enhanced Supervision Program also increased the use of information and communication technology, electronic monitoring and surveillance on a broader range of offenders to verify compliance. The "partnership" consists of officers from: City of Mansfield Police Department, Richland County Sheriff's Office, Richland county Prosecutor's Office, Richland County Adult Probation, Mansfield Municipal Probation, and the Ohio Adult Parole Authority-Mansfield Unit Probation and Parole Office. The "partnership" has since expanded to include participation with every one of the other seven village and municipal law enforcement agencies within Richland County.
The interaction of the police-probation-parole officers in the partnership, evolved into four (4) major types of joint operations:
Sam and Charles Night Out - The inspection of local alcohol permit premises.
Lights Out - Home curfew checks.
Fugitive Surveillance - Planned search for wanted felons, probation and parole violators.
Day Ride Along - Police, CP familiarization rides with Probation/Parole Officers in conducting home and employment checks.
